I found a great pair of jeans in New York, but you don't have to go all that way as they're available online and I think they might sell them in Selfridges. They're made by "Joe's jeans" (you can just search that and the site and stockists will come up) and the style you want is "Honey". They're the only jeans I've ever had that fit at the waist and don't make my thighs look like overstuffed sausages!!!

I have the same problem but found the perfect pair in Uniqlo. A bit low waisted for the chubby of hip but perfect for the fat thigh/short leg combo and less than £30 a pair.
